COMMUNIQUE

The Post Election meeting of FOSIECON which held on the 4th to 5th of August 2004.

At a two day meeting of the Forum held at Ibro Hotel, Abuja on Wednesday August 4 andThursday August 5, 2004, members critically examined the reports of the March 27, 2004.  Local Government Election submitted by the various State Independent Electoral
Commissions as well as those from Independent Observers.

After due perusal of these reports, the Forum thanked the various Local and International
Observers for their interest and objective Reports sent to the State Independent Electoral
Commissions.

Based on the content of these Reports, the Forum congratulates all State Independent Electoral Commissions who have conducted the Local Government Elections for a job well done.

Every human activity undergoes the process of improvement. No electoral process is perfect but all electoral process improves through experience. In other words, improvement of electoral process does not come as an event but evolves through a process.

It is in this light that the Forum totally condemns the inciting Report of the Transition Monitoring Group (TMG) in the Punch Newspapers of Monday August 2, 2004. That Report is malicious, premeditated and lacked every known scientific logic.

TMG seems to be agents of national destabilization in the way they carryout their activities.

TMG should realize that every institution is what they are through repeated performance of their functions. Excellency is not an act but a habit.

They should be more patriotic and give our democracy a chance to survive.

The Forum encourages the SIECs that have not conducted their LG elections and those who are to conduct bye-elections to do so without further delay.

The Forum thanked International Foundation of Election Systems (IFES) for all the assistance rendered through the training of personnel and the provision of educational materials and urged them not to relent.

It was unanimously agreed that all SIECs should use this post election period to embark on aggressive training in order to correct avoidable errors noticed in the past elections.
