NOTES ON LOCAL GOVERNMENT COUNCIL
GENERAL ELECTION1 MARCH, 2004: KADUNA STATE

The Council General election exercise in Kaduna State was carried out on the 27th March, 2004 in all but three Local Government Areas. The three Local Government Areas election exercise was conducted four days later, on the 31st day March, 2004

Pre Election Activities:
The General Election proper, was preceded by a series of activities namely:
i)   Drawing up an Election Programme before hand.
ii)
 Issuance of notice, three months earlier,
iii) Procurement and taking delivery of all manner of materials excluding sensitive      ones.
iv)  Embarking on sensitization and enlightenment programme.
v)   Series of parleys and consultative meetings with the leaders and executives of       political parties in the State.
vi)  Meeting with security agents at both the State and Local Government       Headquarters.
vii) Recruitment and training of electoral personnel (Ad hoc Staff)
                  - Trainers (Electoral Supervisors) Training at Headquarters.
                  - Ad Hoc staff training at the various LG Headquarters and other convenient                     centres.
viii) Screening of candidates nominated by the Parties and display of list of eligible         contestants
ix)   Delivery of ballot boxes and all non sensitive materials to the Local Government        Headquarters about a fortnight to the election date
x)    Deployment of Ad hoc Staff
xi)   Prompt distribution and delivery of sensitive items to the Local Government       Areas.

THE ELECTION

Nine (9) of the Thirty (30) Registered Political Parties fielded candidates in varying degrees of participation, these are:
               - Alliance For Democracy (AD)
               - All Nigeria peoples Party (ANPP)
              - All Progressive Grand Alliance (APGA)
              - National Democratic Party (NDP)
              - Peoples Democratic Party (PDP)
              - PAC
              - Peoples Remption Party (PRP)
              - United Nigeria Peoples Party (UNPP)

The Exercise under review carried out in 255 Wards comprising 5108 Polling Units culminated in the election of:
                 23 Council Chairmen, 21 PDP and 2 - ANPP

                255 Councillors, 210 - PDP;   41-ANPP and 3 AD

A total of 1,370,375 votes were cast for the Chairmanship election and 9,844 for all the Councillorships.

The total registered voters in Kaduna State is 2,509,110. thus 54.6.% 53.6% voter turnout was achieved respectively.

The election exercise, successfully conducted throughout the State, was fair and peaceful barring its postponement in three of the LGAs the in the same month, due to short supply of ballot papers to them, an dent traceable to a fault in the distribution system.

INCIDENTAL ISSUES.
Political parties and other prominent individuals all domonstrated interest in the particular persons eventually to officiate in the election, for reasons best known to themselves alone.

To ensure authenticity and credibility, the Chairmanship votes were collated by a different person (Collating Officer) while the LG Electoral/Supervisor (Officer) made the declaration of the winner.

Annoucement of votes and declaration of results were done at the Ward and Local Government levels respectively while a summation of the overall result and the perfornamce of the individual participating Political Parties was given in two press briefings at the State Headquarters.

The Transition Monitoring Group (TMG) report made some frivolous and unsubstantiated claims for alleged illegal stuffing of ballot boxes with ballot papers, but without specifying the centre or centres where it happened and or the beneficiaries.

The Commission received some commendation from one of the participating Political Parties.
