» A Message from the Chairman

On the inauguration of the Ebonyi State Independent Electoral Commission (EBSIEC) on June 8, 2001, the Commission rigorously studied its terms of reference as set out in the law establishing it (see 4.0 below) with a view to charting a clear course for itself.
The outcome of these deliberations was the Commission's resolve to do all in its power to promote and sustain democracy at the Local Government level in Ebonyi State in particular and Nigeria in general. To achieve these twin goals, Ebonyi State Independent Electoral Commission (EBSIEC) committed itself to inspiring the people's confidence in the electoral process through mass mobilization, by way of enlightenment and sensitization through lectures, workshops and seminars; as well as conducting transparent, free and fair elections whenever the opportunity arises e.g. Bye Elections.
By virtue of the team spirit existing among the Chairman, commissioners and staff of the Commission, Ebonyi State Independent Electoral Commission (EBSIEC has, to a large extent, been able to achieve its objective as was attested to through the cooperation and confidence the Commission enjoyed from the registered political parties and the public before the 2003 Local Government Election was put on hold.
Whenever called upon, Ebonyi State Independent Electoral Commission (EBSIEC) is determined to acquit itself creditably in the vanguard of democracy.

» History and Mission Statement And Objective Of Ebonyi State Independent Electoral Commission

Section 197 (1)(6) of the 1999 Constitution of the Federal Republic of Nigeria provides for the establishment of a State Electoral Commission in each State of the Federation.
It was as a result of this provision that the State Governor, Dr. Sam Ominyi Egwu, on March 8, 2001 signed the Ebonyi State Law No. 004 of 2001 (called "Ebonyi State Independent Electoral Commission Law of 2001”) thereby establishing EBSIEC.
Consequent on this law coming into effect, the Commission, which is composed of a Chairman, Five Electoral Commissioners and a Secretary, was inaugurated by the Governor on June 8, 2001.
EBSIEC has an Electoral Officer for each of the thirty four (34) Local Government Areas in Ebonyi State.
The Commission has since its inception conducted a Local Government bye-election (on 6th October, 2001); and gone to USA to observe Local Elections in November 2001

II. Mission Statement:
The Ebonyi State Independent Electoral Commission (EBSIEC) is committed to ensuring grass root participation in the Local Government System by through educating the populace to understand that voting and being voted for is their responsibility and privilege within the context of the constitutional and legal responsibilities of EBSIEC.

III. Objective of EBSIEC:
EBSIEC is determined to consolidate democracy at the Local Government level and foster the people's confidence in the Electoral process by conducting transparent, free, fair and acceptable local government elections in Ebonyi State within the following parameters:
(a). to organize, undertake and supervise all elections to Local Government Council within the State.
(b). to render such advice as it may consider necessary to the Independent National Commission (INEC) on the compilation of and the register of voters in so far as that register is applicable to Local Government Elections in the State;
(c) to provide guidelines to political parties, subject to the provision of the Local Government Laws, the rules and procedure for electioneering campaigns;
(d) to carry out such other functions as may be conferred on it by the Constitution of the Federal Republic of Nigeria or Laws by the State House of Assembly.
In the final analysis the reputation and integrity of the Commission and its members are paramount to the body.
