History
of DSIEC
The
1999 Constitution of the Federal Republic of Nigeria provides at
Paragraph 197(1)(b). “There shall be established for each
State of the Federation…. State Independent Electoral Commission…
“. The Constitution provides further at clause 4, Part II
ofthe Third schedule that “The Commission shall have power;

To
organize, undertake, and supervise all elections for the local
government council within the State. |
| (b). |
To
render such advice as it may consider necessary to the Independent
National Electoral Commission (INEC) on the compilation of register
of voters in so far as that register is applicable to local
government elections in that state.” |
The
1999 Local Government Law of Delta State also provides similar power
in relation to conduct of local government elections at Section
97 of the law.
Consequent
on the provisions of the Constitution, the Delta State Assembly
made a law for DSIEC, called “The Delta State Independent
Electoral Commission Law”, Which came into force with effect
from 1st September, 1999, which bestows on DSIEC powers derived
from the constitution and the Local Government Law.
The
DSIEC board, called the Commission, was inaugurated on Friday, October
15, 1999, by the Governor of Delta State, His Excellency, Chief
James Onanefe Ibori, at Unity Hall, Government House, Asaba.

Mission
Statement
The
mission of DSIEC as stated by the Enabling laws that created her
is to conduct credible and transparent local government elections
in Delta State.
