The Statutory responsibilities and functions of the Commission are as spelt out in the law establishing the Commission ADS LAW No. 3 of 2000 – Adamawa state Independent Electoral Commission law 2000 A13 –A14 Section 8


ALHAJI BABBA HAMMAN
Executive Chairman
  • In charge of the general Administration of the Commission.
  • In charge of the policy direction of the Commission.
  • Chief Electoral Officer of the State.
  • Liaison between the Commission and the State Chief Executive as well as the state Government.
 
 

HON. AMBROSE U. JIME
Commissioner, Works and Estate department

Supervises all functions and activities of the Works and Estate Department. The functions of the Department include:

  • Control, deployment and maintenance of all commissions vehicles, drivers and artisans.
  • Fuel meters.
  • Maintenance of office buildings of the Commission.
  • Development of General Transport and works policies and programs and their implementation.
 
 

HON. LARABA E. MANGA
Commissioner, Planning, Research and Statistics Department

Coordinates the activities of the Department. Functions of the department include:

  • Budgeting of all electoral materials for the conduct of Local Government Elections bye-elections etc.
  • Computation and reconciliation of all electoral statistics.
  • Development and distribution chart of all electoral statistics.
  • Computation of communication and personnel requirements for conduct of Local Government elections.
  • Quality control and price monitoring of all materials for electoral exercises.
  • Computation of ballot boxes and election forms requirements for the purpose of Local Government elections.
 

Hon Ayuba Tari
Commissioner, Personnel Management Department

Supervises and coordinates the ctivities and functions of the Department. The main functions of the Department include:

  • Maintainance of employee records and personnel statistics.
  • Matters relating to promotions, recruitment, grading and discipline of employees.
  • Training programmes of personnel.
  • Matters relating to central registry.
  • Authorisation of deductions from wages and variations in salary rates.
  • Preparation of leave roster and processing maternity leaves.
  • Assistance to employee in respect to welfare services such as condolences, Sallah and Christmas festivities.
  • Ensuring the general sanitation of office and office premises.
 

Hon Barrister Addulhameed Ibrahim

The Commissioner coordinates the operation of the Department. Their operations cover the following activities:

  • Preparation of annual supplementary budgets of the commission.
  • Control of Commissioner’s financial accounts including personnel emoluments, other charges and revenue accounts.
  • Coordinates the supplies and stores activities of the Commission.Processes all financial circulars for the state Government.
  • Coordinates all tenders and contract awards of the commission.
 

Hon. Alhaji Julde Gurumpawo

The Commissioner coordinates the functions and responsiblilties of the Department. The operations of the Department are:

  • Legal Advice to the Commission
  • Drafting Contract Agreements, deeds in respect of financial transactions involving the commission.
  • Handling litigations involving the commission.
  • To project the good image of the commission and counteract negative stories about the commission.
  • To keep the electorate, the press and the general public adequately informed about electoral information and activities.
  • To advice the commission on information policy and programmes.
  • To coordinate the commission’s press conferences, interviews, discussion programmes and relations between n the commission and outside world.
  • To udertake news analysis writing features and rejoinders
 

Hon. Commissioner Ududu Yaji
  • Coordination with state government agencies in mobilising resources for logistics support for the purpose of elections.
  • Liaising with reputable printers for printing, packaging, storage of sensitive election materials.
  • Development of election guidelines for the conduct of Local Government elections.

» COMMSSION’S SECRETARIAT

A Civil Permanent Secretary is the Secretary of the Commission as provided by law. The secretary is the Head of Management team, he monitor and coordinates the activities of the various departments. The functions of the Secretary are:

  • General administration of the Management unit.
  • Issuance of notice s of commission’s meetings, Management and Tenders Board.
  • Taking minutes/proceedings of al the meeting of the Commission, Management Tenders Board.
  • Drafting memoranda for consideration by the Commission and the Tenders Board.
  • Extraction of Conclusions.
  • Documentation of records of meeings.
  • Conveyance of conclusion/resolutions to relevant Departments/individual officers as well as ensuring a follow-up action.

» Message From Adamawa State Independent Electoral Commission Chairman

Adamawa state Independent Electoral Commission was established, to among other thigns; organize and conduct elections into Local Government Councils in Adamawa State. This will be done in accordance with the law that established the State Electoral Commission and other relevant legislations passed by the State House of Assembly

The present leadership of the commission which came into being on 21st August, 2003 has in the usual tradition of continuity, continued to build on the efforts of our predecessors.

The team which is made up of men and women of high integrity, great wealth of experiences and adequate intellectual preparations will certainly organize and conduct a fair and free election when the time comes to do so.

This promise id premises on the fact that we enjoy the support of the State Chief Executive, His Excellency Governor Boni Haruna, the state executive council and that of the Members of the State Legislature.

I and the Commission members shall work assiduously towards achieving the goal for which the Commission was established, My vision as the Chairman of the Commission therefore is to organize and conduct fair and free election into Local Government Councils in the State. This is I hope will translate into laying a strong democratic culture that will be the envy of other states of the Federation.

» History and Mission Statement And Objective Of Abia
   State Independent Electoral Commission

The Adamawa State House of Assembly bill to establish the Adamawa State Independent Electoral Commission was signed into law by his Excellency Governor Boni Haruna on March, 2000.

The law states that, the Commission among other things; is to organise, conduct and supervise, all elections to Local Government Councils within the State and provide for matters incidental thereto.

The Commission is to consist of a Chairman who shall be the State Chief Electoral Commi9ssioner and six other Members, two from each of t he 3 senatorial districts of the state. The Chairmen and the Commissioners shall be appointed for a 5 years tenure. The chairman must attain the age of 50 years while the Commissioners 40 years.

Since the establishment of the Commission in 2000, several efforts were made to organise and conduct elebtin into Local Government Councils, but this had naver been feasible.

Guidelines and procedures were issued to facilitate t he conduct of electin in 2002, but election could not hold.
